I have taken IELTS General test for 11 times.Six times in United States with British Council, five times in India - 3 Times with British Council and 2 times with IDP.
Listening and Reading are marked on the basis of right or wrong answers.Writing and speaking tests are manually evaluated and this differs from one country to another. The bands awarded for writing and speaking are considerably higher in United States than in India. I see a bias in the way writing tests are evaluated and marked in India.
I can definitely suggest you a location for getting a fair score in writing and speaking in United States but not aware about such place in India.
In U.S.A tests are conducted at universities and at every university there are a set of British Council certified evaluators. So the writing and speaking evaluation takes place at the center itself.I got this confirmation from one of the test center.For re-evaluation it would be sent overseas to U.K.
One such center is Indianapolis, Indiana where I have taken my test twice and scored 7.5 and 8 in writing and 8 in speaking.
Portland, Oregon is a place to avoid for writing since their evaluation practices are same as India.
My Average in United States on Writing (6 times): 7.5 to 8
My Average in United States on Speaking ( 6 times): 7.5 to 8
My Average in India on Writing ( 5 times): 6 to 6.5
My Average in India on Speaking ( 3 times with BC): 7.5 to 8
My Average in India on Speaking ( 2 times with IDP): 6 and 6.5
I see a clear difference in evaluation practice from country to country.

Which place you give the exam doesnt matter, all that matters is your result.
Exam is same across all centres, except for the oral part, since the local examiners are different.

If you want to prepare for IELTS, catch hold of class 6th or 7th english notes for essay & letter writing. Dont take anything of a higher class!!
My own thumbrule is, whatever marks u got in english in 10th out of 100, you should be easily getting (marks/10) as your band. Anything less, you need to prepare well.. It basically checks your comfortability with english as a language itself.. hence any special preparations ...
